(1) Vendor needs to provide feasibility study and propose a plan conduct consultant service to the government authority located in Hartford, CT. • Market and Feasibility Assessment: Evaluate the feasibility of allowing nonprofit organizations operating in Connecticut to pool liability risks; analyze options to establish a captive insurer, risk management agency or other insurance program addressing the liability insurance needs of Connecticut nonprofit organizations.• Analyze structural market drivers, including capacity, reinsurance, excess and surplus market shifts, claim severity, long tail exposures, third–party litigation funding and tort driver costs, which affect nonprofit insurance availability and affordability.• Data Collection Framework: Design a process to collect relevant exposure, loss, and operations data from Connecticut nonprofits that may participate in a proposed solution.• Incorporate risk management documentation templates (such as background screening, contracting language, peer learning).• Actuarial & Underwriting Analysis: Identify program design features, including eligibility, retention, governance, risk control services and claims management protocols.• Financial Analysis: Provide future premium cost estimates for participating nonprofits under the potential structures.• Evaluate the impacts of third–party litigation funding and tort cost drivers on claim severity.(2) All the questions must be submitted no later than July 14, 2026
