Special Counsel to the Jersey City Board of Education

The Jersey City Board of Education desires to obtain proposals for Legal Counsel services through a fair and open process in accordance with N.J.A.C. 19:44A -20.1. et seq., New Jersey Pay to Play, and N.J.A.C. 6A:23A-5.2. The services shall be for one year commencing on January 1, 2023 and terminating on December 31, 2023. The Board Attorney shall be an attorney at law of the State of New Jersey, shall maintain its main office in New Jersey, and shall perform such duties as are assigned by the Board of Education and/or the JCPS General Counsel, Robert J. Pruchnik, Esq. including the services described below. The Jersey City Board of Education desires to appoint a Board attorney or firm who will be the primary legal counsel to the Board of Education in matters requiring specialized legal work unique to the Board of Education as an entity where legal counsel and advice from the District’s General Counsel presents a conflict. The attorney or firm must demonstrate in depth knowledge of public school law (including the Accountability Regulations), the School Ethics Act, the Code of Conduct for Members of a Board of Education and governance of public bodies. The Jersey City Board of Education is comprised of nine board members serving the second largest school district in the State. The Jersey City Public School District is an urban Type II school district (formerly designated an Abbott district) comprised of forty -one schools with a total enrollment of approximately 28,000 students. The Board Attorney shall be an attorney at law of the State of New Jersey, shall maintain its main office in New Jersey, and shall perform such duties as are assigned by the Board of Education and/or the General Counsel by general law or policies of the Board, including the services described below.
