RFP for Traffic Signal Management and Operations Services

Project Title The City of Lake Forest is seeking proposals from qualified and experienced traffic engineering consultants to provide Traffic Signal Management and Operations Services. The purpose of this Request for Proposals (RFP) is to retain an independent consultant with specialized expertise in traffic signal operations, coordination, and infrastructure support to assist the City in maintaining a safe, efficient, and responsive traffic signal system. The scope of services under this contract includes five core components: Traffic Signal Operations and System Monitoring – Evaluate and support the performance of the City’s traffic signal network through periodic analysis, field reviews, and coordination with the City's maintenance contractor. Citywide Traffic Signal Coordination Master Plan – Develop and implement an updated master plan to optimize signal coordination and improve overall traffic operations across the City. Citywide Traffic Count and Level of Service Program – Collect and analyze traffic data at selected intersections to inform signal timing adjustments and planning-level traffic evaluations (ADT Counts and LOS Analysis). Traffic Signal Plan Review – Review signal design plans for public and private projects to ensure compliance with City standards, codes, and best practices. Construction Support Services – Provide technical support during construction of traffic signal improvements, including review of submittals and RFIs, and conducting field observations to verify installation quality. The Consultant will be expected to bring industry knowledge, professional judgment, and proactive recommendations to support the City’s traffic management efforts. All work must be completed in accordance with applicable federal, state, and local regulations.
