Bidders may bid for the tender, subject to meeting aggregate qualification requirements, as further defined in the bidding document. The Project Director, Agriculture Delivery Unit – Sindh Water Agriculture Transformation Project invites sealed bids from eligible bidders for Construction/Rehabilitation of Agriculture Research Building Civil Works located in the Tando Jam and Rohri, under the Sindh Water and Agriculture Transformation (SWAT) Project. Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing”, November 2020 (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations. A complete set of bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Rs. 20,000/-. (Rupees Twenty Thousand Only). The method of payment will be through Bank Pay Order/Demand Draft in favor of the Project Director-ADU, Sindh Water Agriculture Transformation Project (SWAT). The document will be sent through a pre-arranged courier by the potential bidder or may be obtained from the office address given below. Bids must be delivered to the office of the Project Director, Agriculture Delivery Unit (ADU), Sindh Water and Agriculture Transformation (SWAT) Project, located at Bungalow No. 144, DOHS-I, Cantonment, Hyderabad, Sindh, on or before 30 July 2026 01:00 PM . Electronic bidding shall not be permitted. Late bids will be rejected and returned unopened. Bids will be opened on 30 July 2026 at 01:30 PM in the presence of the procurement committee members and authorized representatives of the bidders who wish to attend. Bids shall remain valid for a period of ninety (90) days from the date of bid submission. All bids must be accompanied by a Bid Security of 05 million , in the form of a Bank Guarantee or Pay Order/Demand Draft only. As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/ pooling) will be declared ineligible, either indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank.
