Description
The City of Norfolk Department of Public Works is requesting proposals from qualified professional engineering firms to provide services on an as-required basis. The City intends to enter into an annual, renewable agreement with the firm selected to provide these services. The City will provide a scope of services for each specific request for engineering services required under the Agreement, and the firm will generate a Narrative and Fee Proposal for each specific request. A request for services may include, but not necessarily limited to, the following: • Surveys and evaluations to assess the condition of the City’s street system, which is approximately 2,239 lane miles in length, and the City’s sidewalk system which is approximately 859 miles in length. • Gathering information including physical characteristics and pavement distress types on a block-by-block basis using the appropriate maps and required digital files provided by the City. • Field collection of existing street segment attributes, including existing pavement markings in need of repair, street segments with multi-layers of asphalt paving, excess pavement in and adjacent to the gutter pan, speed humps and speed tables, and street segments with missing sidewalk or sidewalk on one side only. • Use of pavement management software to identify maintenance needs, to calculate pavement or sidewalk condition ratings or PCR’s for each block or segment, and to estimate resurfacing or repair costs. • Production via electronic database of summary tables, alphabetic listings, street and sidewalk prioritization lists, and beginning, ending, and centerline breakpoint data. • Development of technical reports and tables to summarize the condition of the street and sidewalk system, recommended maintenance needs and activities, PCRs, and opinions of probable cost. • Integration of data with finalized GIS shape files or geo-databases provided by the City. • Other related activities or ad hoc professional services as requested by the Director of Public Works.
