NOTICE IS HEREBY given that the Organization Name invites sealed proposals for Project ID Project Title . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Department Name , Procurement Contact Address , Procurement Contact City , Procurement Contact State Procurement Contact Zip Code . All proposals must be submitted to the City's eProcurement Portal by Proposal Submission Time on Proposal Submission Date and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive. The Legislative Advocate and the City of Hayward's Legislative Program serve as the City's voice with elected officials and government agency leadership at the state and federal levels, advocating for the needs of the community as well as communicating the City's positions on matters of public policy. The positions advocated by the Legislative Program are built upon on two General Legislative Principles: Enhancing Revenue Sources Support the protection or expansion of federal, state, and local funding sources that provide revenue to the City. Oppose any federal or or state legislation, policies, programs, referenda, unfunded mandates, and budgets that would have an adverse impact on the City's ability to provide adequate programs, projects, and services. Maintaining Home Rule Authority Support any legislation, policies, referenda, or budgets that maintain or improve local regulatory control and authority. Oppose any legislation, policies, referenda, or budgets that undermine or circumvent the City Charter. These principles guide the position that the City takes on state and local policies, and provide a lens through which the City and its Legislative Advocate will pursue the strategic priorities developed by the City Council. These priorities are applicable to legislation, state-wide referenda, grant funding opportunities, and local ballot initiatives. The Legislative Advocate shall develop strategies for furthering these priorities; provide the City with analysis and recommendations regarding current and upcoming legislation; draft letters presenting the City's positions to agency representatives and legislative officials; and identify new or untapped sources of state funding for City programs.
