Description
The City of Tucson is seeking proposals for a voluntary vision insurance benefit to offer to employees, retirees, and their dependent spouses and children. Employees will pay 100% of the premium on a pre-tax basis via payroll deduction (unless on leave without pay). Retirees will pay 100% of the premium through a direct personal payment to the Contractor; the Contractor must bill retirees and provide retirees with options for making payment by check or money order, as well as via electronic payment or direct payment from the retiree’s personal bank account. Offerors unable to meet these requirements will be deemed non-responsive. The City uses Workday to house and transmit enrollment information on a weekly basis; the Contractor's systems must be able to interface with Workday. Insurance information is posted at https://tucsonaz.gov/benefits . The City of Tucson currently offers insurance benefits to approximately 4,100 active employees and 4,000 retirees. The definition of an eligible employee is posted in the City’s Insurance Handbook at https://tucsonaz.gov/benefits . Detailed plan coverage information is also posted at https://tucsonaz.gov/benefits . The City’s general services include, but are not limited to, police and fire services, parks and recreation, street maintenance, transportation, environmental services, water and a broad range of administrative, para-professional and professional municipal governmental activities and services. Employees have the option to elect vision insurance by paying 100% of the premium. The coverage is currently offered through Avesis. The medical insurance carrier also offers a “healthy rewards” discount vision program to medical plan enrollees. Benefits are offered during open enrollment, which typically occurs during May. Plan year coverage changes take effect July 1st. The City also has provisions that allow qualifying participants to make changes mid-year due to qualifying life events. Interested offerors shall submit proposals with blended rates for employees and retirees, in accordance with the Vision Rates page contained in the Excel workbook. (In other words, employees and retirees are offered the same monthly premium.) However, the City reserves the right, during the term of the contract and in subsequent renewal terms, to change the rate structure to unblend the rates and request that the Contractor set separate rates for active employees and retirees based upon the claims experience of the active employees and retirees (and their respective dependents), respectively. As a result, the Contractor must track the claims of the active employees and retirees separately as well as together. A signed Non-Disclosure Agreement (Attachment H) will be required prior the City releasing a Census and Disruption Exhibit to offerors.
