REQUEST FOR EXPRESSIONS OF INTEREST (MOES-C3-05-SUP-IC-18 -R – Specialist in Innovation Policy Implementation and Institutional Capacity Development for Supporting the Innovation Ecosystem) Market Approach - Open, National UKRAINE Ukraine Improving Higher Education for Results Project Loan Agreement No. 9238-UA Assignment Title: Specialist in Innovation Policy Implementation and Institutional Capacity Development for Supporting the Innovation Ecosystem Reference No. MOES-C3-05-SUP-IC-18-R The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services. The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine. The objective of this assignment is to support the MoES in developing and implementing policies for the innovation ecosystem, strengthening the link between educational processes and innovation, and improving conditions for higher education. Provision of expert advisory support to the Ministry of Education and Science of Ukraine and higher education institutions on effective tools, models, and approaches for building and scaling the innovation ecosystem through active integration into international networks and partnerships, with a particular focus on fostering open innovation, digital platforms, collaboration with global hubs, and the development of innovation infrastructure (laboratories, startup hubs, research clusters) in line with international best practices. The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest. MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
