Grant Writing Support for Housing and Community Development

The City of Tucson ("City") is requesting quotes from qualified firms for the purpose of establishing a Service Agreement with multiple Contractors to provide Grant Writing Support for the Housing and Community Development (HCD) Department on an as-needed basis, as per the Scope of Work herein. Professional grant writing services will be aimed at providing assistance in identifying and preparing federal, state, and local government grants as well as philanthropic and private grants that support the City's funding needs and priorities. Key activities will include project and proposal planning, narrative and budget preparation, and coordination with HCD, other City departments, and external partner stakeholders to ensure timely, professional, and quality proposal submission. Qualified firms will have demonstrated experience securing federal and non-federal funds in the areas of affordable housing, community and economic development, community safety, environmental sustainability and climate action, homelessness, and social services. U.S. Department of Housing and Urban Development (HUD) funding will be utilized for the services under the resultant Contract. Therefore, the services under the resultant Contract are subject to the HUD terms and conditions which are included as attachments to this Solicitation and will be incorporated into the resultant Contract. These terms and conditions cannot be modified or negotiated. By submitting a Response, the Respondent must agree to abide by the Federal terms and conditions included as attachments to this Solicitation.
