(1) Vendor needs to provide digital spend management platform.• System must allow participant access to allocated funds through a secure digital platform.• System must restrict purchases to authorized goods or services.• System must allow the agency to configure participant spending limits and must support the reservation and encumbrance of funds for pending purchases, including configurable approval workflows, expiration rules, reversal rules, and a full audit trail of reserve actions.• System must restrict transactions to approved vendors or merchant categories.• System must capture transaction documentation and receipts.• System must maintain a complete audit trail of transactions.• The system should include controls to identify and flag potentially inappropriate or unauthorized transactions, including configurable alerts, exception reporting, and administrative review capabilities.• The system must allow configurable purchasing controls by service category and by funding type, including assignment of the correct funding source based on participant indicators and service attributes.(2) A pre–bid conference will be held on July 10, 2026.(3) All question must be submitted no later than June 26, 2026.(4) A contract period will be for one year.
