(1) Vendor needs to provide master plan services to the government authority located in Asheville, NC.– The final Master Plan must serve as a financial and operational roadmap and demonstrate the proposed development characteristics for the Collective Site.– Housing Strategy: Develop a mixed–income housing strategy to include rental and homeownership units of various building typologies, ensuring the final plan includes a minimum of 340 housing units. – Public Amenities: recreation, community facilities, and wellness/supportive services for public use, aligning with the goal of creating positive community impact and well–being. – Infrastructure & Connectivity: Identify conceptual streetscape, multimodal transportation (including connectivity infrastructure to support proposed uses), and utility improvements required.
