– Vendor needs to provide bicycle and pedestrian master plan service to the government authority located in Newark, DE.        – Perform a comprehensive evaluation of bicycle and pedestrian connectivity in the study area and develop a master plan of short– and long– term improvements to enhance safety and support economic growth.– This plan is to identify and plan for a safe, connected, and comprehensive bicycle and pedestrian network linking historic, culturally significant, and other important destinations and trailways.– Integrating these locations into the larger transportation network is vital for providing safe and reliable non–motorized access to historic and cultural landmarks without relying on autocentric modes of travel.– The planning partners and the consulting team will review existing and future land use, transportation projects and infrastructure, and demographics for the study area.– This plan will produce short– and long–term improvements that are feasible and based on analysis to improve safety and connectivity in the study area.– Development of transportation alternatives necessary to connect clusters within and to each other.
