(1) Vendor needs to provide worldwide analyzer software.• Providing updates as necessary to the software on the Worldwide analyzers• The software that operates these analyzers may need to be updated to implement requirements mandated by upcoming legislative sessions, enhance the capabilities of and data contained in Vehicle Information Database (VID), and incorporate modifications to improve oversight of inspection and maintenance (I/M) program.• Amending the analyzer software to allow vehicle emissions inspections in additional counties, including Bexar County.• Amending the analyzer software to attempt to contact the TIMS either once or twice during the safety–only inspections.• Modifying the analyzer software to allow the analyzer to receive and print portable document format (PDF) files from the TIMS that include, at a minimum, vehicle safety recall information and vehicle inspection results.• Amending the analyzer software to print vehicle recall information when it is received during the TIMS communications session that occurs at the end of an inspection (e.g., second call of a safety and emissions inspection, first or second call of a safety–only inspection).(2) All questions must be submitted no later than July 7, 2026.(3) A pre–bid meeting will be held on July 2, 2026.
