(1) Vendor needs to provide solar and battery energy storage system to the government authority located in Cedar Rapids, IA.• A very high percentage of module failures also include thermal events therefore only modules pre–qualified for reliability shall be placed on sites• Contractor shall:1. Specify PV panels and rail/rack systems that have UL 1703 and UL 2703 listing (as applicable), and an ICC AC 428 evaluation report.2. Ensure that fasteners are included in the engineered drawing and structural calculations which show they have the capacity to withstand site conditions and loading. Reference UL 2703 and ASCE–MOP.3. Traditional fastened joints (1/2” or larger in diameter) shall be covered by the Research Council on Structural Connections (RCSC).4. Through–bolt modules to the underlying racking only.a. Top–down clamps shall be avoided except for slopped roof systems that require top fastening to rails. Through bolting only on low–sloped roofs, ground and elevated PV structures.5. Contractor shall utilize through bolt fastened stack that maintains pre–load on the “short grip length” (short, small diameter fasteners) fasteners and prevent vibrational loosening by following:a. Threaded fasteners shall include means to maintain pre–load and means to resist vibrational loosening (locking mechanisms) to address both preload relaxation and joint slip.i. The following are acceptable fasteners that meet DIN 65151 self–losing standards. Fastener stack choices must be specified and approved by the engineer of record (EOR).• Lock–bolts• Bolt, nut and disk spring conical wedge locking washers• Thick locking washers designed to increase grip length• Bolt, nut and Storm Shield washer(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 30, 2026(4) Pre–bid meeting will be held on July 23, 2026
