Description
In 2001, the Moreno Valley City Council established Moreno Valley Utility (MVU). The utility began serving its first customers on February 6, 2004, in the Promontory Park subdivision at Cactus Avenue and Moreno Beach Drive. Since then, MVU has grown to serve approximately 9,000 customers and provides a full range of utility services, including customer support, meter reading, billing, emergency response, and infrastructure support for new residential and commercial developments within its service area. As a relatively young utility, MVU has seen a rapid growth in residential and commercial customers. Currently, the City doesn’t have any utility-scale Battery Energy Storage System (BESS). The BESS will play a key role in the City’s effort to manage its peak demand and to provide backup energy during outages, helping maintain service continuity for MVU customers. The City of Moreno Valley Electric Utility, referred to herein as “the City” or “MVU,” is seeking competitive proposals for the procurement of a Battery Energy Storage System. MVU is soliciting Vendor(s) to provide all hardware and software components this RFP outlines as a turn-key solution. The intention of this RFP is to award Vendor(s) and enter into a Master Sales Agreement, where portions or all of the documents submitted by the Vendor(s) will be incorporated into the agreement. The City may enter into agreements with multiple Vendors as a result of this RFP. This RFP is expected to result in the selection of a Vendor(s) with whom MVU will execute an agreement. Under the resulting Master Sales Agreement, MVU will have the option to purchase the selected Vendor(s) BESS on a project-by-project basis over the term of the agreement. The selected Vendor(s) shall be responsible for the sale and warranty of safe and reliable operation of the proposed BESS over a minimum of 15-year period. The Vendor(s) can include services for construction labor, engineering, installation, testing and commissioning, if the Vendor(s) chooses to do so. This includes all services required to interconnect the battery system with MVU’s existing distribution switchgear, such as cabling into the existing switchgear building, installing cable terminations within the breaker cabinet, and providing appropriate metering and protective relaying equipment. The Vendor(s) shall deliver a complete, turn-key system to be operated by MVU in accordance with the specifications outlined in this RFP, where MVU’s construction staff will interconnect the delivered BESS system to MVU’s 12kV distribution grid by making 12kV terminations to the transformer provided by the Vendor(s), or low voltage connections from MVU’s transformer to the BESS inverter. MVU seeks a BESS that satisfies the following requirements: Table 1: Summary of BESS Requirements Requirement BESS Nominal AC Power Capacity 1 MW and 2 MW Expected Duration at Nominal Power 2 hours Use Case Storage, Peak Shave, Energy Arbitrage Ownership MVU Expected Cycles 365 cycles per year Minimum Warrantied Useful Life 15 years Point of Interconnection 12 kV For the complete list of BESS requirements, please reference the section titled "General Equipment Specification" in this RFP.
