Request for Express of Interest Country: Lao People’s Democratic Republic Name of Project: Lao PDR Pollution and Waste Management Project IDA Credit: 7848-LA Assignment Title : Firm for Detail Design + EIA + Construction Management and Supervision for KM16 and KM32, Naxaythong, Develop Operational Manuals (Consulting Service – Firms Selection for Component 2.2, Reference No. FS-001) The Government of Lao People’s Democratic Republic has received financing through a credit from the World Bank Loan and a grant from PROBLUE Trust Fund toward the cost of the "Lao PDR Pollution and Waste Management Project (PWMP)" and intends to apply part of the proceeds for consulting services described below. The consulting services (“the Services”) include the full cycle of activities required to bring the proposed investments from design through to construction and operational readiness, including detailed engineering design, environmental and social documentation, procurement support, and construction supervision. The Services include: (i) review and validation of existing studies, data, and preliminary designs, including the ESF instruments, (ii) undertaking all necessary surveys and site investigations, (iii) preparation of preliminary and detailed engineering designs for the KM32 landfill rehabilitation, upgrading of the KM16 transfer station, and development of the Naxaythong transfer station including the access road, (v) preparation of site-specific environmental and social instruments, (v) preparation of bidding documents and provision of procurement support for civil works contracts under Component 2, including assistance during bid evaluation and contract award, (vi) supervision of construction works and contract administration, (vii) preparation of operation and maintenance manuals and provision of operational support to relevant agencies, (viii) delivery of capacity building and on-the-job training to support sustainable operation and management of the facilities. The assignment will be implemented over an estimated period of five years, commencing in 2026 and ending in 2031. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Demonstrated experience with cost effective and affordable sanitary landfill design, preferably with low costs material recovery and composting facilities and familiarity with Lao PDR and World Bank regulations, standards, (procurement) procedures and guidelines for this type of infrastructure and environmental management project. Demonstrated experience with solid waste disposal and treatment infrastructure in developing country context in the South-East Asia region. Extensive track record of design as well as works supervision for solid waste infrastructure, with at least 10 years of experience. Proven experience in carrying out site investigations and clean-up/remediation projects, preferably for closed dumpsites as well as carrying out environmental and social studies consistent with World Bank Environmental and Social Standards. At least 2 references for cost effective and affordable sanitary landfill design, preferably with low costs material recovery and composting facilities and familiarity with World Bank regulations, standards, (procurement) procedures and guidelines for this type of infrastructure and environmental management project, as well as construction supervision. The reference should include the waste capacity and costing information plus information on the cost per ton of waste basis, and whether the landfills have been constructed and are operational. The 2 similar assignments should have been undertaken in the last 7 years. Familiarity with the FIDIC Conditions of Contract for MDB rules, relevant to Lao PDR legislations and World Bank standards and policies, as well as other related guidelines and procedures. Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain 5 to 8 eligible and qualified firms. Only shortlisted firms will be contacted. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consulting firm will be selected in accordance with the method of Quality and Cost-Based Selection (QCBS) described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
