(1) Vendor needs to provide Spanish language reading comprehension and proficiency web–based assessments services to the government authority located in MD.– Assessment and materials requirements:– Comprehensive assessment materials aligned to research–based practices in assessing students in dual language settings, and adaptable to meet the needs of students with exceptionalities.– Assessment demonstrates authentic connections between standards, progress towards literacy goals and proficiency metrics.– The assessment must be able to assess student progress and proficiency towards language andliteracy in Spanish.– Assessment purpose and use:– The assessment must have reliability and validity to ensure that results represent accurate information about students for the intended use of the assessment.– Practice assessment materials should be pre–made and readily available.– Directions should be available in English and Spanish.– Assessments should provide students and teachers with a student’s current level of proficiency andanticipated growth targets.– Developmental appropriateness:– Assessments should be age and developmentally–appropriate. in order to accurately assess students’ language proficiency.– Item types:– All questions must be inclusive and free from bias in the portrayal of ethnic groups, gender, age,cultures, religion, and people with exceptionalities.– Usability:– Assessment must be computer–based and must include online tools capabilities, such as lockdownbrowser, highlighter, magnifier, color contrast, etc.– Data and reporting:– Generate data reports that include proficiency as growth measures over time.(2) All the questions must be submitted no later than July 27, 2026.(3) The contract period will be for three years.
