(1) Vendor needs to provide infill housing strategy consulting services.– Consulting services to assist in the development of a strategy to advance infill housing construction as a means to address the unmet housing needs.  – Market analysis and conditions report quantitative and qualitative analysis of real estate market conditions, stakeholder experience and needs.– Best practices analysis assessment of best practices including those used by other municipalities and their viability and potential impact on agency infill housing goals.– Final strategy document with an audience of city staff, developers, and stakeholders including lenders, and the public, a final strategy document will communicate goals, objectives, and action items.(2) Pre–bid meeting was held on June 9, 2026. (3) The contract period will be for two years.   (4) All the questions had been submitted no later than June 12, 2026.
