  "summary": "<p>The City of Ridgefield is seeking qualifications for P23011 Comprehensive Plan and Capital Facilities Plan Updates to be received no later than Wednesday, May 10, 2023 at 4:00 p.m.</p><p>The City of Ridgefield is seeking to identify a qualified multi-discipline consultant team with demonstrated professional experience in comprehensive and capital facilities planning for small communities to complete a periodic update of the Ridgefield Comprehensive Plan and associated capital facilities and system plans. The update shall be compliant with the Washington State Growth Management Act, Environmental Policy Act, and all other applicable requirements per the Washington State Department of Commerce.&nbsp;</p><p>The updated Comprehensive Plan will reflect a 20-year time horizon, with a target year of 2045 for achieving the overall vision that is established. As described in RCW 36.70a.130(4)(c), the Washington Growth Management Act will require completion of the periodic review process and corresponding updates to the Comprehensive Plan and City&rsquo;s Land Use and Development Code to be adopted prior to June 30, 2025.&nbsp;</p><p>At this time, the 2023 Budget includes $75,000 to launch the Capital Facilities Planning effort, along with a $125,000 grant from the Department of Commerce. Additional funding is expected to be requested from the Water Fund in the spring budget supplement to cover the costs of the Water System Plan work. The total anticipated budget for this two-year effort is approximately $500,000, to be spread over the 2023-2025 annual budget cycles.</p><p>The Washington Growth Management Act will require completion of the periodic review process and corresponding updates to the Comprehensive Plan and City&rsquo;s Land Use and Development Code to be adopted prior to June 30, 2025. The City understands the need to allow flexibility in the project timeline for a project of this scale and nature, and has provided the following as a general outline for the overall project schedule:</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; March &ndash; May 2023: Consultant procurement, contracting and notice to proceed</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; Late May/early June 2023: Consultant team&rsquo;s water systems consultant(s) attend a pre-planning meeting with the City and Washington Department of Health to begin the Water Systems Plan update process. Water system plan must be finalized, approved by Council and submitted to the Department of Health before December 31, 2023.&nbsp;</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; Late May/early June 2023: Project kickoff meeting and scoping task completed.</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; June 2023: Public participation plan and formation and recruitment of technical advisory groups, community liaison structures, steering groups, or other frequently occurring community engagement structures (Task 1) substantially completed.</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; August 2023 &ndash; Q3, 2024: Substantial completion and delivery of a draft comprehensive plan, associated system plans, and implementation strategy to City Staff for review.&nbsp;</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; Q3, 2024: Release Draft EIS (Task 5).</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; Q3, 2024: Delivery of draft code language (Task 3) to City Staff for review.&nbsp;</p><p>&middot; &nbsp; &nbsp; &nbsp; &nbsp; Q1, 2025: Target delivery date for Final EIS (Task 5).</p><p>Request for Qualifications packets may be viewed and downloaded via the City&rsquo;s e-Procurement Portal at &nbsp;https://procurement.opengov.com/portal/ridgefieldwa. Respondents are required to register for a free account via the City&rsquo;s e-Procurement Portal hosted by OpenGov Procurement. Once respondent has completed registration, you will have access to download the Request for Qualifications and will receive addenda notifications to your email by clicking &ldquo;Follow&rdquo; on this project. Ultimately, it is sole responsibility of each respondent to periodically check the site for any addenda at https://procurement.opengov.com/portal/ridgefieldwa.&nbsp;</p><p>All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City&rsquo;s e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Thursday, April 27, 2023. Incomplete or late inquiries may not be considered. &nbsp;</p><p>Proposers will have the option of submitting their packets online via the City&rsquo;s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.</p><p>If choosing to submit online, electronic submittals must be received by the City through the City&rsquo;s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 PM (Pacific Time) Wednesday, May 10, 2023. This is the preferred method. Submittals received after the specified time will not be accepted. The City&rsquo;s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submittal deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline. Submittals received by fax or E-mail will not be accepted.</p><p>If the electronic submittal process is not an option, the City will also accept hand delivered or mailed submittals that shall be placed in a sealed envelope which clearly states the name of the proposer, the date of the submittal opening, and the title &ldquo;Comprehensive Plan and Capital Facilities Plan Updates&rdquo;. Hand delivered submittals shall be delivered to Ridgefield City Hall, 230 Pioneer Street, Ridgefield, Washington 98642. Submittals that are not received by proposal closing of 4:00 p.m. local time, Wednesday, May 10, 2023, will not be considered complete and will be forfeited.&nbsp;</p><p>Submittals delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Proposers may call the Procurement Coordinator to verify receipt of their submittal.
