The Sacramento County Water Agency (SCWA) is soliciting proposals for consulting services to develop comprehensive updates to its Zone 40 Water Supply Master Plan (February 2005 – inclusive of amendments) (2005 WSMP) and Zone 40 Water System Infrastructure Plan (September 2016) (2016 WSIP). Updates to each document are necessary to address changed conditions in development growth patterns, customer water use, water availability, regional water supply reliability, water transfer opportunities, implementation of the Sustainable Groundwater Management Act (SGMA), climate change, and multiple amendments to the 2005 WSMP. Adopted 2005 WSMP amendments include: Zone 40 Water Supply Master Plan Amendment for the Cordova Hills Project (December 2011) Zone 40 Water Supply Master Plan Amendment for the New Bridge Project (February 2016) Zone 40 Water Supply Master Plan Amendment for the Jackson Township Project (February 2016) Zone 40 Master Plan Amendment for the Multi-Sport Complex and Grant Line Industrial Annexation Area (January 13, 2021) Pending amendments: Zone 40 Water Supply Master Plan Amendment for the West Jackson Project (February 2016) Zone 40 Master Plan Amendment for the South of Kammerer/Hwy 99 Project (Incomplete) The 2005 WSMP and 2016 WSIP worked in conjunction to identify a capital improvement program to meet growth within SCWA’s Zone 40 through estimated build-out. Specifically, the 2005 WSMP provided an evaluation of water supply alternatives to further define SCWA’s conjunctive-use program of groundwater, surface water, and recycled water as well as a financing program for the construction of the infrastructure identified for the preferred water supply alternative, the Freeport Regional Water Project. The 2016 WSIP further accounted for changes in the Zone 40 water supply portfolio, adoption of the Sacramento County 2030 General Plan, completion of the Freeport Regional Water Project, and identified and sized the water system facilities needed to supply Zone 40 through buildout. The 2016 WSIP also determined when the facilities would be needed and developed the associated capital costs. Due to the linked purpose and use of the two planning documents, in addition to their shared technical foundations, SCWA envisions their concurrent development. Key tasks such as updating water demand calculations, water supply portfolio, water supply availability, and the hydraulic model should serve to support both documents, establishing a clear and efficient approach to completing the two documents in parallel will be critical to project success. The difference between the two documents is that the updated WSMP is a high-level Board approved document. The WSIP is a very detailed staff level document approved for use by the Agency Engineer. The detail of the WSIP is summarized in the WSMP. This Request for Proposal (RFP) contemplates a process in which the Consultant would be responsible for all the technical aspects of WSMP and WSIP development. SCWA staff will provide Agency related data, coordinate environmental compliance, coordinate outreach to the Agency Board of Directors, and provide document review and approval.
