Library Levy Lid Lift - Consulting Services

The King Country Rural Library District (dba/ King County Library System, "KCLS," or "Owner") is seeking proposals from qualified Contractor/Vendors for the purpose of Project Title . KCLS is seeking proposals from organizations, companies and/or consultants experienced in working with libraries and/or similar organizations to evaluate and advise on the potential for a successful levy lid lift, focusing on public sentiment/ support and timing for a ballot measure. In 2010, voters in the KCLS service area passed a levy lid lift (53%). This lid lift measure was passed without polling to assess the likelihood of voter support. With the levy rate restored to .50/$1000 assessed valuation, KCLS, through sound fiscal management has been able to stretch those funds for nearly 15 years, The previous levy lid lift was passed in 2002, with 57% approval. A levy lid lift was planned and approved by the KCLS Board of Trustees in 2020, but was not put on the ballot due to the COVID 19 pandemic. KCLS is now considering a levy lid lift ballot measure for 2026. The financial outcast is that KCLS will begin to have expenses exceed revenue to the point of having to use emergency reserves in 2027, making a 2026 ballot measure critical for continued service.
