Job Order Contracting for Mechanical Services (STEP 1)

This Request for Qualifications is the first of two steps to develop term contracts with qualified Mechanical Contractors to perform miscellaneous construction and repair services, including limited pre-construction design services (i.e. professional services), for various projects, to be determined, such as installations, repairs, upgrades of HVAC systems, maintenance and plumbing services, as related to HVAC systems to buildings and facilities utilizing Job Order Contracting (JOC) project delivery method. This Request for Qualifications is the first of a two-step procurement process. Contracts will be awarded in accordance with the subsequent Request for Proposal. In accordance with the School District Procurement Rules R7-2-1111(C), A.R.S. §34-604(F)(2), and A.R.S. §41-2579(F)(2), 1GPA and its Lead Agency will issue a Request for Proposal to a final list of responsive and responsible contractors determined to be the most qualified to perform the specified services. The final list, which will be determined through this Request for Qualifications, will include a maximum of twelve (12) contractors. 1GPA and its Lead Agency will award up to seven (7) Mechanical Contractors from the subsequent Request for Proposal. 1GPA and its Lead Agency intend to award contracts to cover all of Arizona. Firms may also submit responses to include other states. However, firms shall follow the laws of those states they are submitting and assure that this solicitation meets the requirements of those states. It is expected that contracts will be awarded to up to seven (7) Mechanical Contractors. The method used for JOC Task Order pricing will be determined by the Member and JOC contractor prior to any pricing being completed. Acceptable methods of determining pricing may include Open Book Pricing or Unit Price Book. In accordance with A.A.C. R7-2-1112 (E)(1), A.R.S. §41-2580 (F)(1), and A.R.S. §34-605(F)(1) the maximum dollar amount of an individual job order for job-order-contracting construction services shall be one million dollars or a higher or lower amount prescribed by the governing board, or purchasing agency, in a policy adopted in a public meeting held pursuant to A.R.S. Title 38, Chapter 3, Article 3.1.
