(1) Vendor needs to provide eProcurement and contract management solution.– Provide qualified firms to provide a comprehensive e–procurement and contract lifecycle management system. – Provide desires a secure, cloud–based solution that supports vendor registration and self–service, solicitation development and management, electronic submissions, evaluations, contract administration, reporting, workflow automation, and related procurement and contract management activities.– Improve efficiency, transparency, compliance, vendor engagement, and long–term management of procurement and contract records.– Provide every feature, functionality, workflow, integration, or capability identified.– Offerors shall respond to each requirement to the best of their ability and clearly identify any exceptions, limitations, alternative approaches, future roadmap items, third–party dependencies, custom development requirements, or proposed workarounds.– Current environment:– A custom–built solicitation posting and bid receipt platform.– Tyler Technologies Enterprise ERP for financial management functions.– Microsoft 365 productivity tools.– Existing developed procurement templates and forms.– Departmental participation in procurement and contract administration activities.(2) All the questions must be submitted no later than August 12, 2026.(3) The contract period will be for seven years. (4) Mandatory pre–proposal meeting will be held on August 5, 2026.
