(1) Vendor needs to provide identity verification system.– The solution will provide identity verification, residency–related document verification, and digital fraud assessment which integrates directly into the student application workflow– The proposed system will automatically check each new application– The platform will provide clear, actionable information at each stage and will feed verified results directly into agency existing admissions and enrollment systems– Fraud Detection & Risk Scoring• Automated screening of all incoming student applications for fraud indicators• CCC has approximately 150,000 student applications per year• Risk scoring based on identity, behavioral, and operational signals• Detection of tampered, reused, or coordinated fraudulent documents across applications• Identification of applicants using legitimately obtained personal data acquired through identity theft– Identity Verification• Tiered identity verification workflow triggered for flagged applications only• Remote verification via government–issued photo ID upload and selfie biometric comparison• Liveness detection to prevent spoofing• Confidence scoring for each biometric match• Escalation to agency staff review when remote verification is inconclusive• Direction to appear in person at a agency admissions office when remote verification cannot be completed(2) The contract period will be for three years.(3) All the questions must be submitted no later than July 27, 2026(4) Pre–Proposal Conference will be held on July 23, 2026
