Villa Parke Community Center Fire Alarm System Replacement

Description

1. Project Overview The City of Pasadena is soliciting bids from qualified contractors to provide Fire Alarm System Replacement at Villa Parke Community Center. The work includes entire removal, disposal and replacement of existing fire alarm system. The scope includes taking out the existing fire alarm system throughout the facility, disposing of it and replacing it with a new and unused Edward brand, model EST4 fire alarm system. The new fire alarm system must be the latest version available from Edwards alarm system. 2. Scope of Work The Contractor shall provide all labor, equipment, materials, and services necessary to completely replace the existing Simplex fire alarm system with a new, fully addressable Edwards fire alarm system . Work includes: Demolition and removal of all Simplex panels, devices, and wiring where necessary Installation of Edwards-compatible devices including: Fire Alarm Control Panel (FACP) Smoke/heat detectors Manual pull stations Audible/visual notification appliances Annunciators Network modules (if applicable) Include a suggested spare parts list and pricing. Reuse existing conduit where feasible All programming, testing, commissioning, and coordination with local AHJ (Authority Having Jurisdiction). Final inspection and approval 3. Product and System Requirements Edwards System Standards The new fire alarm system must be a fully addressable, UL-listed Edwards system (EST4, or equivalent per manufacturer’s recommendation for this facility type). All devices shall be compatible with the selected control panel. 3.2 Integration and Functions Integration with existing building systems: Elevator recall HVAC shutdown Sprinkler supervisory and flow monitoring Door release systems Add bypass buttons on Fire Alarm panel for testing purposes. Must include Disable horn/strobes; Disable AHU dampers; Disable elevator call back; Disable fire doors. ( Please refer to attached photo titled "Edwards 1" ). Remote annunciator(s) located per AHJ requirements Networked system (if part of campus or multi-panel setup) 3.3 Power Requirements All panels shall be powered with reliable primary and secondary (battery) power per NFPA 72 Backup battery capacity: minimum 24 hours standby + 5 minutes alarm 4. Compliance and Standards The system and installation must comply with: NFPA 72 – National Fire Alarm and Signaling Code (latest edition) NFPA 70 – National Electrical Code UL 864 – Control Units for Fire-Protective Signaling Systems Local/state building codes ADA requirements for notification appliances 5. Contractor Requirements Contractor shall: Be licensed and certified to install fire alarm systems in [jurisdiction] Employ NICET Level II or higher fire alarm technicians Be certified by Edwards to install and program their equipment Provide evidence of insurance, bonding, and at least 5 years experience with Edwards systems 6. Submittals Upon request, Contractor must provide: Proof of Edwards certification Shop drawings and system layout plans (scaled) Point-to-point wiring diagrams Cut sheets for all devices Sequence of operations Project work plan and schedule 7. Installation Work shall be scheduled in coordination with facility management Provide detailed timeline of installation, process and procedure for installation, testing, commissioning, and training. Timeline should be in a Gantt chart with detailed list of process and procedure for ALL the elements of the removal, installation, testing, commissioning and training. After-hours or weekend work may be required to avoid disruptions Maintain fire watch if system is out of service for extended periods Clearly label all new devices and panel connections Connect new fire alarm system to existing third party monitoring station 8. Testing and Commissioning Contractor to conduct 100% functional testing of all devices and notification appliances Final testing in presence of: Owner’s representative Local Authority Having Jurisdiction (AHJ) Submit final Test and Inspection Report Provide as-built drawings and Operation & Maintenance manuals Provide on-site training for staff (minimum 2 hours) 9.
