(1) Vendor needs to provide emergency management performance grant program service to the government authority located in Washington, DC. • Program is to provide funds to assist state, local, tribal, and territorial emergency management agencies to implement the national preparedness system (NPS) and to support the national preparedness goal of a secure and resilient nation.• Increasing range and complexity of disasters, support the wide variety of communities we serve, and complement the nation’s growing expectations of the emergency management community by meeting the following objectives:• Building or sustaining those preparedness capabilities that are identified as high priority through the threat and hazard identification and risk assessment (THIRA)/stakeholder preparedness review process and other relevant information sources• Closing capability gaps that are identified in the state or territory’s most recent SPR.• Building continuity capabilities to ensure the resilience of essential governmental functions and services.
