(1) Vendor needs to provide payroll solution and implementation services to modernise and enhance its invoice processing capability. • Design and configure the Payroll Solution, including Solution architecture, organisational structures, pay elements, rules, workflows, security roles, controls, and integration design required to support the agreed future–state operating model.• Consolidate four existing payrolls into a single unified Payroll Solution while maintaining accuracy, auditability, and compliance throughout the transition, including support for separate payroll operations for Grasslanz Technology Limited.• Provide a staging and test environment, together with defined migration templates, target data structures, and data mapping and conversion specifications, to support the migration, transformation, and loading of current and historical payroll data, including employee records, pay elements, balances, and configuration data.• Provide material support for Bioeconomy Science Institute who will be responsible for extracting and providing legacy payroll data from its existing systems into the agreed staging and testing environment. The Respondent must define and provide the required target data structures, migration templates, data mapping specifications, validation rules, and loading requirements necessary to enable that data to be transformed, tested, and loaded into the proposed Solution or service.• Support migration rehearsals, parallel payroll runs, validation, exception reporting, and reconciliation of variances to confirm the accuracy and completeness of migrated data and payroll outcomes prior to go–live, and be capable of supporting either staged or big–bang migration approaches, with payrolls merged sequentially or simultaneously• Ensure the complete preservation of historical payroll data, including pay history, leave balances, service dates, and employment conditions, and support the retention, archival, and secure disposal of payroll data in compliance with all applicable New Zealand legal and regulatory requirements.• The Solution must handle payroll processing including statutory deductions, KiwiSaver, leave calculations, payday filing, reporting, enablement of Oracle Fusion integrations, security, auditability, and controls.(2) All the questions must be submitted no later than July 7, 2026.
