Copeland Park Pump Station Improvements

The City of Newport News (the “City”) is seeking Statements of Qualifications ("SOQ") from Construction Manager firms (the Construction Manager or Contractor) to provide Construction Manager at Risk (CMaR) services described herein. Statements of Qualifications will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), and be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The objective of this Request for Qualifications (RFQ) is to develop a short-list of qualified Offerors that will subsequently receive a Request for Proposals (RFP) for the project. The City will select a Construction Manager at Risk (CMaR) as indicated in Section 3 , Submission Requirements and Evaluation and in the best interest of the City. A Statement of Qualifications (SOQ) is requested for Construction Management at Risk (CMaR) services for the development of a new Copeland Park Pumping Station for Newport News Waterworks. The new facility should provide a firm pumping capacity of 12 million gallons per day, incorporate modern building construction methods, current codes, industry standards, and best practices, and integrate seamlessly with the existing 5‑million‑gallon water storage tank located on-site.
