Collaborative Courts Full Service Partnership

The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Collaborative Court Full-Service Partnership (FSP) Program Services, in accordance with the Behavioral Health Services Act (Prop 1). This will be a Court focused, consumer-centered program where individualized, consumer driven services will be provided. The Juvenile Court encounters a number of youth who, because of their mental health issues, are unable to take full advantage of the rehabilitative supports provided for them. Some level of family dysfunction is a common factor for these youth. These youth have not responded positively to the normal efforts of the Court. These efforts include supports provided by the Social Services Agency (SSA) or by the Orange County Probation Department (OC Probation). These youth are underserved and are at risk of extended placements outside of the home. The primary goal of this program is to provide Full Service Partnership (FSP) services to Seriously Emotionally Disturbed (SED) children and Severely Mentally Ill (SMI) transitional age youth who are at risk of out-of-home placement. These youth are under the purview of Specialized Dependency Courts and Delinquency Courts of the Orange County Juvenile Court. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
