Alexander County Adult Drug Treatment Court - Treatment Service Provider & Grant Consultant Services

Alexander County Government has issued a Request for Proposals (RFP) from Proposers interested in contracting with the County to provide Type of Service(s) to Solicit services as specified in this RFP. Alexander County seeks to begin a new Adult Drug Treatment Court program in Alexander County and is soliciting proposals from qualified treatment providers for substance use and mental health conditions. The following three service areas are areas of need: Grant Application & Management The selected provider will partner with Alexander County Government to prepare and submit appropriate grant funding applications to secure start-up funding for the Drug Treatment Court program and provide grant management and reporting assistance contingent upon a grant award. The intended funding source is a federal Bureau of Justice Assistance FY25 grant or similar funding opportunity. The selected provider will be responsible for assisting County staff with necessary research, data gathering, and grant application preparation services to result in a complete grant application to be submitted to the funding agency for the FY25 grant cycle. If awarded, the selected provider will also be tasked with assisting COunty staff with the administration of those grant funds. These services may include acting as the primary grant administrator to track funding usage toward allowable costs, track program performance data, prepare periodic grantee expenditure and performance reports as required by the grantor, and other related services required for sustaining grant funding for the start-up of the Adult Drug Treatment Court program. These services will be provided on a contract basis as agreed upon by the service provider and Alexander County. Treatment Service Provision Contingent upon grant funding being awarded, Alexander County intends to engage the service provider for substance abuse treatment, mental health treatment, and other applicable services for clients participating in the Adult Drug Treatment Court program. These services will be provided by the service provider as a resource for clients participating in the Adult Drug Treatment Court program and may include additional services not misted here as the Court may request and the service provider may be equipped to provide. The service provider will be responsible for all aspects of insurance billing for treatment services rendered as allowed and appropriate. Alexander County may be able to leverage a portion of its Opioid Settlement Funding allocation to assist with service provision costs not covered by insurance or other funding as allowed by the Opioid Settlement NC Memorandum of Agreement. Treatment Court Program Management Alexander County may engage the selected treatment provider for additional services related to the ongoing operation and management of the Drug Treatment Court Program to include staff who will assist in case management for the program and act as a liaison between court staff, legal staff, and County staff involved in the program. Although the goal is to identify a provider who is qualified and capable to meeting all three areas of need identified in this solicitation, Alexander County is interested in speaking with providers who feel they are qualified to provide any of the requested services. *All counselors and clinicians providing services pursuant to this RFP must be certified and in good standing*
