(1) Vendor needs to provide group PPO medicare advantage medical and pharmacy service to the government authority located in Lexington, KY.• Cost stability and value: Competitive pricing, multi–year rate guarantees, transparent rate build, and a financial model that protects agency and retirees from premium volatility.• Broad provider access: National PPO network access equal to or better than the incumbent vendor, with no degradation to Kentucky access for hospitals, primary care, specialists, or behavioral health.• CMS Star Ratings performance: A current and projected Star Rating that reflects strong clinical, member experience, and operational outcomes, with a clear trajectory under the updated CMS Star Ratings methodology• Modern supplemental benefits: Meaningful benefits beyond Parts A, B, and D including dental, vision, hearing, fitness, OTC and flex allowances, transportation, meals, in–home support, and SDOH–targeted benefits• Digital member engagement: Mobile and web tools that an older adult population will actually use, including telehealth, virtual primary care, behavioral health access, and digital ID cards.• Clinical and chronic condition management: Embedded programs that identify high–risk members early, drive measurable outcomes, and integrate behavioral health with medical care.• Service excellence for retirees: Dedicated retiree service, age–appropriate communications, accurate first–call resolution, and a member experience that reflects the population served• Reporting and transparency: Self–service reporting, real–time or near–real–time dashboards, accurate annual reporting, and clear visibility into utilization, cost drivers, and clinical program performance• Performance accountability: Willingness to commit to performance guarantees with at–risk fees across implementation, service, clinical, and financial categories(2) The contract period will be for one year.(3) All the questions must be submitted no later than June 17, 2026
