EXTRA-71944 - USA (Maryland) - Cost and Value Assessment Development Services - Deadline July 22,2026

(1) Vendor needs to provide cost and value assessment development services to the government authority located in MD. – Conduct a study that produces a defensible estimate of the incremental cost of achieving 2026 agency certification for affordable multifamily housing and assesses the long–term value generated through operating savings, durability, asset preservation and long–term affordability outcomes.  – Develop useful aids that will drive affordable housing developers to finance, design, develop, construct, retrofit and maintain high performing green housing through effective, practical, best practice strategies.– Conduct an incremental cost and lifecycle value assessment of the agency for multifamily affordable housing new construction and rehabilitation projects.– The study shall compare baseline code–compliant construction, prevailing affordable housing development practices, and agency certification to estimate incremental costs on a per–unit, per–square–foot, and percentage–of–total development–cost basis, including identification of major cost drivers and regional cost considerations. (2) All the questions must be submitted no later than July 3, 2026.
