(1) Vendor needs to provide long range development plan service to the government authority located in Portland, OR.         – Provide an architectural evaluation of space and facility needs, long–range planning, market analysis and real estate strategy services.– To develop a comprehensive 20–Year long–range development plan that aligns future facility, infrastructure, and real estate investments with strategic priorities, operational needs, and financial goals.– Integrate owned, leased, on–campus and off campus facilities into one comprehensive portfolio strategy.– Strategic framework and guiding principles.– Portfolio inventory and analysis.– Space demand, capacity and utilization analysis.– Development scenarios, phasing and implementation framework.(2) Intent to Bid must be submitted no later than July 17, 2026.          (3) All the questions had been submitted no later than July 08, 2026.
