(1) Vendor needs to provide pre–employment typing and microsoft desktop app testing service.• Provide pre–employment testing for prospective new employees (job applicants) and promotional job candidates. Testing will include typing skills (speed and accuracy), Microsoft Office (Word, Excel, Accesss, PowerPoint, Project, Outlook, and SharePoint) and reading comprehension tests.• Test Administration and Test Development: The Contractor shall furnish and administer testing which will include Typing skills, Microsoft Excel & Word and additional office suite products, and reading comprehension tests that may be requested.• The Respondent must have the in–house capability or a built–in platform feature to create custom, employer–specific tests• The platform should allow the employer to combine individual test modules (e.g., merging an Excel test with a customized reading comprehension quiz) into a single, cohesive test battery• Based on previous hiring experience, we expect approximately 1,500 – 1,700 combined tests will be required on an annual basis• Platform Accessibility & Security: The testing system must be accessible remotely on–demand and compliant with agency, and data security standards• Validity & Reliability: The assessments must be professionally validated to ensure consistent, legally defensible, and accurate results• Simulation–based timed testing (not multiple–choice) requiring hands–on execution of tasks within:1. Word: Formatting, document creation, and editing.2. Excel: Data entry, formatting, formula writing, and pivot tables.3. PowerPoint: Slide management, design, and presentation structuring.4. Outlook: Email management, calendar scheduling, and professional communication.• Reading Comprehension: Evaluation of verbal reasoning, vocabulary, and the ability to extract actionable information from workplace documents.• General Computer Skills: Basic literacy in navigating operating systems, file management, and web browsing(2) The contract period will be for three years.(3) All the questions must be submitted no later than July 22, 2026 (4) Non–Mandatory Pre–bid meeting will be held on July 15, 2026
