(1) Vendor needs to provide organizational assessment service to the government authority located in Portland, OR. – Conduct an organizational assessment aimed at identifying and improving systematic vulnerabilities and establishing accountability.• Assist in the below areas:– An assessment of the organizational structure, the leadership/management model, and the relationship of those structures to the agency.– A focused review of the agency’s financial forecasting, budget development and reconciliation processes and practices.– Routine sharing of knowledge and insights between the consulting team and the agency in order to help the consultants integrate learning from ongoing operational efforts around issues such as occupancy and community safety, as well as agency's FY'27 budget development process.   – The consultant’s final report should include phased recommendations, with short, medium and long–term implementation strategies.(2) All the questions must be submitted no later than July 21, 2026.
