Air District Organizational & Service-Area Assessments

The Bay Area Air Quality Management District (“Air District”) seeks statements of qualifications from qualified firms to provide Brief Description of Services The Air District operates within a complex regulatory environment that integrates technical, legal, enforcement, and policy functions to protect public health and air quality. Key service areas—including Compliance & Enforcement, Engineering, Permitting, Source Test, Meteorology and Measurement, and related functions—are interdependent and must function cohesively to support effective and timely service delivery. The assessment is intended to evaluate how systems and service-area design support operational effectiveness. It is not intended to function as a disciplinary review, compliance audit, or evaluation of individual employee performance. Through this Request for Qualifications (RFQ) process, the Air District expects to enter into a master services contract with one firm to provide services upon request. The firm qualified under this RFQ and the execution of a contract with the Air District does not guarantee any particular amount of work. The anticipated duration of the contract will be for a period of up to five (5) years. The Air District, at its sole discretion, will determine the initial duration of the contract and any subsequent extensions.
