(1) Vendor needs to provide jail inmate communications systems.– Provide Inmate Communications Systems, to include the following systems, at the Grand Traverse County Jail: inmate telephone, video visitation, inmate digital request and grievance forms, jail to inmate communication platform and mobile tablets.– The system will be a Web–Browser based, easy to use application.– The proposed system shall allow outgoing calls only– The users – inmate and called party – shall be notified of limit in advance of the system terminating the call– System shall utilize Personal Identification Numbers (PIN) for the inmates.– System shall detect and prevent three–way or conference calls, except for those calls to attorneys or other approved numbers.– System shall detect any extra digits dialed by the inmate after the party has accepted the call– System shall alert the called party of the per–minute cost of the call prior to acceptance.– System shall have the capabilities to provide a voice biometric feature, which will assist in authenticating an individual’s identity– The system will also need to allow for immediate, real–time live monitoring of calls in progress via either the vendor–provided multi–media PC workstation or predetermined desktops on the LAN throughout the county.(2) A mandatory pre–proposal conference will be held on July 22, 2026.(3) All question must be submitted no later than July 30, 2026.
