(1) Vendor needs to provide purchasing card and business travel card services. – Develop, implement, and administer the purchasing card program and business travel card program for the agency.– Plan Implementation. – Purchasing card shall provide an agency purchasing card coordinator responsible for the operation of the purchasing card program for their agency.– Provide a purchasing card specifically designed for the agency. – User access requirements for contractor’s system for purchasing card: The contractor’s system must allow for card management functions, statements, reports, and data analysis tools to be accessible to authorized users as defined by roles and access levels.• Provide the ability for the agency purchasing card coordinator or the p–card admin roles to perform a minimum of the following card management functions in real time:– Issue a card to a new cardholder.– Designate a card as plastic or ghost.– Order a replacement card to a cardholder.– View/modify single transaction dollar limit.– Change card status and close card.• Contractor procurement card system and purchasing card system maintenance.• Provide for immediate cancellation and emergency issuance of a replacement card.• Provide dedicated customer service support through a toll–free telephone and email.• Provide a business travel card for business related travel expenses for state agency employees who request such card.• Maintain financial and accounting records and evidence pertaining to the contract in accordance with generally accepted accounting principles.(2) The contract period will be for three years.
