Program Management and Community Development of Block Grant - Disaster Recovery Voluntary Home Buyout Program

The general intent of this scope of work is to assist with the management of Hazard Mitigation Grant Program (HMGP), Federally Funded Subgrant Agreement #H0846; Federal Emergency Management Agency (FEMA) Project 4564-031-R (Bristol Park), 4564-032-R (County Wide), 4564-024-R (Sagebrush/ Ranchlands), Escambia County, 4496-017-R (Pensacola and Cantonment), Areas awarded to Escambia County to acquire and demolish 53 single family residences in the Bristol Park. Ranchlands/ Sagebrush, and County wide areas; and provide engineering and environmental services as necessary to develop conceptual plans, design, permitting of stream restoration, water quality enhancements, natural resources restoration, and wetland enhancement to the Bristol Park, Ranchlands/ Sagebrush and county wide areas. Design and management team shall demonstrate the lead firm and/or sub-consulting firms have the best qualifications to accommodate this scope of work for contract consideration. Along with the HMGP grant program, Escambia County is soliciting consultants to assist the county in administrating the Community Development Block Grant - Disaster Recovery (CDBGDR) Voluntary Home Buyout Program (VHBP) through Sub-recipient agreements with the Florida, Department of Commerce (FloridaCommerce) to ensure proper execution and compliance with Federal, State, and Local rules, regulations, and program intent.
