REPÚBLICA DE MOÇAMBIQUE MINISTÉRIO DOS TRANSPORTES E LOGISTICA Southern Africa Trade and Connectivity Project REQUEST FOR EXPRESSIONS OF INTEREST MOZAMBIQUE REPUBLIC Southern Africa Trade and Connectivity Project Credit No.: IDA 8030 - MZ Assignment Title: Contracting Consulting Service for the End line Evaluation of the Southern Africa Trade and Connectivity Project Reference No . (as per Procurement Plan): 135/SATCP/CS-QCBS/2025 The Government of Mozambique has received financing from the World Bank toward the cost of the Southern Africa Trade and Connectivity Project , and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consulting Service for the End line Evaluation , of the Southern Africa Trade and Connectivity Project among others within a period of 9 (nine) months. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.pccaa.gov.mz/anuncios/Big_Data_Platform.pdf The Ministry of Transport and Logistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: (i) The consulting firm must have been in operation for at least ten (10) years; (ii) At least five (5) years of demonstrated experience in the design and implementation of evaluations, impact assessments, analytical studies and research assignments for large-scale development programmes financed by international development partners, preferably the World Bank or other multilateral institutions; (iii) Demonstrated experience in regional trade facilitation, transport and logistics, corridor development, infrastructure programmes, private sector development and regional integration; (iv) At least five (5) years of experience in applying mixed evaluation methodologies, including quantitative and qualitative analysis, field surveys, stakeholder consultations, key informant interviews, focus group discussions and data triangulation; (v) Demonstrated experience in survey design, statistical analysis, monitoring and evaluation, data management and evidence-based assessments of development programmes; (vi) Successful completion of at least two (2) similar assignments within the last five (5) years involving end-line evaluations, impact assessments, completion evaluations, performance evaluations or analytical studies of large-scale development programmes; (vii) Experience in multi-country or regional assignments in Sub-Saharan Africa, particularly in transport corridors, trade facilitation, customs modernisation, logistics performance, connectivity and infrastructure programmes, will be considered an advantage. It is recommended that the expression of interest be a maximum of 25 pages. Key Experts will not be evaluated at the shortlisting stage. The shortlist will comprise a minimum of five (5) and a maximum of eight (8) firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
