The City of Newport News (the “City”) is seeking Statements of Qualifications ("SOQ") from Construction Manager firms (the Construction Manager or Contractor) to provide Construction Manager at Risk (CMaR) services described herein. Statements of Qualifications will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), and be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The objective of this Request for Qualifications (RFQ) is to develop a short-list of qualified Offerors that will subsequently receive a Request for Proposals (RFP) for the project. The City will select a Construction Manager at Risk (CMaR) as indicated in Section 3 , Submission Requirements and Evaluation and in the best interest of the City. A SOQ is requested for CMaR services for the renovation of a six‑story building, located at 1817 Canon Blvd, Newport News, VA, measuring approximately 111,224 square‑feet of office building space that will house the City's centralized government functions and offices. The Work will entail the reconditioning and modernization of interior spaces, replacement or upgrade of all major building systems, and preparation of the facility for office occupancy.
