(1) Vendor needs to provide participatory budgeting administration and consulting services to the government authority located in Charlottesville, VA.  – Participatory Budgeting (PB) Program is being created in the context of the City’s commitment to robust community engagement and co–designed solutions, ensuring that residents are genuine partners in shaping the future of their community.– Designing and implementing multi–modal community engagement strategies, including in–person facilitation, digital engagement tools, surveys, small–group dialogue, and outreach strategies tailored to diverse populations and participation barriers.– Outreach and recruitment, program structure, tech tools, and digital engagement strategies; designing and facilitating community events to collect ideas; implementing a public vote; and evaluating the process overall with stakeholders.(2) A non–mandatory pre–bid meeting will be held on July 22, 2026. (3) The contract period will be for one year.
