Description
The Mississippi State Department of Health (MSDH) is soliciting proposals from qualified, independent vendors to develop the Mississippi Comprehensive State Health Plan (MCSHP or Plan). This statewide planning document will provide a data-driven, forward-looking assessment of the health of Mississippians and the capacity, structure, and projected needs of the State’s public health and healthcare systems. The Plan will address public health, healthcare facilities and resources, workforce capacity, rural health systems, and population health outcomes. The Plan will include a third-party assessment to validate and enhance statewide health planning efforts and to ensure alignment of strategies and investments with state priorities and federal program objectives, including those of the Centers for Medicare & Medicaid Services (CMS). A central focus of the Plan will be an assessment of Mississippi’s rural healthcare system, including the identification of access gaps, workforce challenges, and system vulnerabilities, to inform targeted, data-driven investment strategies aimed at improving healthcare access, quality, and outcomes. The Plan will articulate statewide health priorities and provide actionable guidance to support coordinated policy development, system alignment, and resource allocation. Guided by the vision “Aligning Systems and Connecting Communities for a Healthier Mississippi,” the MCSHP will serve as a foundational strategic framework to support decision-making by state agencies, healthcare providers, community partners, and federal stakeholders over the defined planning horizon.
