Professional Services for the Development of a Comprehensive Stormwater Master Plan

Description
The City of Edgewater (“City”) is soliciting proposals from qualified consulting firms to provide professional engineering services for the development of a Comprehensive Stormwater Master Plan for the City of Edgewater. The City of Edgewater, located in the southeastern part of the Sunshine State, Florida, is a community set along the shores of the pristine Indian River and the Intracoastal Waterway. Edgewater offers a unique blend of suburban living and outdoor recreation opportunities. Edgewater has recognized the need for forward-thinking solutions to address its stormwater management needs. As development continues to reshape our community in addition to the frequency and intensity of extreme weather events, a comprehensive and sustainable approach to stormwater management becomes imperative. The City recognizes that managing stormwater is not merely about controlling its quantity but also ensuring its quality. The pressing issue of addressing water quantity by comprehensively assessing current stormwater conditions, which includes analyzing the City's drainage systems, identifying flood-prone areas, and evaluating stormwater runoff patterns, must be a primary focus. Through a combination of infrastructure improvements, such as enhancing its drainage network, the City aims to mitigate flooding risks. By expanding stormwater capacity, we seek to better handle the increased volume of stormwater resulting from climate-induced heavy rainfall and rapid urbanization. In parallel, Edgewater seeks a plan that places a strong emphasis on water quality. It recognizes that stormwater can carry pollutants, such as sediments, chemicals, and debris, which can have detrimental effects on aquatic ecosystems and public health. By implementing best management practices (BMPs) like green infrastructure, low-impact development techniques, and stormwater treatment infrastructure. The City aims to enhance water quality by reducing the contaminants that enter its water bodies, such as the Indian River and Indian River Lagoon. It not only preserves the natural environment but also safeguards the health and well-being of its residents. The City of Edgewater will complete an update to its Stormwater Master Plan. This plan will include goals and guidance for managing all aspects of the City’s stormwater program in a manner that is consistent with applicable local, state, and federal regulations. The plan will consist of several components, including long-term management objectives, key performance indicators (KPIs), identified opportunities for capital projects, operations and maintenance (O&M) requirements to comply with regulatory mandates and address aging infrastructure, and necessary measures to maintain MS4 permit compliance.
