John Welsey Powell Blvd. Housing Masterplan and Public Safety Complex Design

The City of Flagstaff (Owner) is seeking Statements of Qualifications (SOQs) from Arizona licensed architects (Firm) to provide professional Architectural services (Project), including: Provide complete architectural design services for a housing masterplan and a public safety campus. The design will consist of Architectural services to master plan the 27-acre site for housing units to serve local residents, as well as a public safety campus. Prepare design plans, specifications, special provisions, bid schedule, engineers estimate, and all necessary procurement documents associated with the Project. Work with the Owner and the selected Construction Manager At-Risk (CMAR) Contractor during the design and construction of the selected improvements as a Capital Improvement Project. Wherever the word "Firm" is used in this Request for Statements of Qualifications (RSOQ), it will mean each or any of the individuals, firms, partnerships, or corporations, submitting an SOQ for Architectural services being sought by the Owner for this Project. All qualified Firms interested in providing the required services are invited to submit their SOQs that comply with the requirements specified in this RSOQ. The selected Firm will be expected to enter a base Contract for Professional Services (Contract). The Contract will be awarded at the Owner’s discretion. Contracted services and associated fees will be negotiated after a qualified Firm is selected. GENERAL INFORMATION The City is requesting Architectural services to master plan the 27-acre site for housing units to serve local residents, as well as a public safety campus. The housing master plan for the housing sites should include a variety of housing types, such as missing middle, multi- and single-family, as well as associated community amenities, while also maximizing the number of units and various densities required by City zoning. The City previously had three draft concepts prepared for the site and are included in Attachment D to this Solicitation. The Owner invites interested Firms with demonstrated experience in project management and planning and design of housing and public safety projects to submit a written SOQ presenting its qualifications to conduct the Architectural services required to prepare design plans and provide application for approval.
