(1) Vendor needs to provide accounting and financial management services to the government authority located in Tucson, AZ. • General ledger and fund accounting: – Establish and maintain GAAP–compliant nonprofit fund accounting ERP/software system to support budget planning, cashflow, revenue, expense, accounts payable, accounts receivable, cash reconciliation.– Segregate accounting by project, entity, funding source, and restrictions.• Development and construction accounting:– Track predevelopment, construction, and permanent financing costs.– Maintain development cost ledgers by source and use.– Support lender draw requests and construction requisitions.• Accounts payable and receivable:– Process vendor payments with documented approval workflow.– Review invoices for funding eligibility compliance.• Cash management:– Reconcile all accounts and pcards monthly.– Prepare cash flow projections.– Monitor liquidity.•Financial reporting.• Budgeting and forecasting:– Prepare annual corporate operating budget.– Support multi–year projections.• Audit services:– Complete agency’s independent annual audit within 90 days after year–end.– Conduct the single audit when required(2) The contract period will be for one year. (3) Pre–bid meeting will be held on July 17, 2026.
