Sealed Bids for construction of the Lead Service Line Replacement Program Phase 2 will be received electronically by the City of New London, Connecticut at the office of the City Purchasing Agent, 13 Masonic Street, New London, Connecticut 06320 until 2:00 PM EDT on October 6, 2025, at which place and time they will be publicly opened electronically. The Project consists of identification and replacement of existing utility-side and customer-side lead service lines throughout the City with new copper service lines, as well as restoration of the impacted properties. The City of New London no longer provides copies of contract documents or drawings. They may be downloaded from the following sites: City of New London https://newlondonct.org/bid-documents State of Connecticut http://www.das.state.ct.us Documents may also be downloaded in the attachments section here through OpenGov. Each Bid shall be submitted in accordance with Section 00 21 13, Instructions to Bidders, and shall be accompanied by a Bid Security in the amount of 10 percent of the Bid. A non-mandatory Pre-Bid Conference for all general contractors will be held on September 16, 2025 at 10 AM. All interested parties are to meet at 15 Masonic Street, New London CT at the Public Utilities Conference Room. Bids will be awarded to the low, responsive, and responsible/qualified bidder. Successful bidder must furnish 100 percent Performance Bond and 100 percent Payment Bond. Projects with an estimated cost greater than $100,000 are subject to minimum wage rates as per the State of Connecticut Department of Labor prevailing wage rates. Projects with an estimated cost greater than $2,000 are subject to minimum wage rates as per the federal Davis-Bacon and Related Acts (DBRA) prevailing wage laws, including reporting requirements. Contractors performing work with a contract value of $1,000,000 or greater, shall hold a current DAS Contractor Prequalification Certificate from the Department of Administrative Services of the State of Connecticut according to C.G.S. §4a-100, C.G.S. §4b-101 and C.G.S. §4b-91. The same applies for Subcontractors with a subcontract value of $500,000 or more. Bidders shall submit with their bids a DAS Contractor Prequalification Certificate along with a current Update (Bid) Statement. Any bid submitted without a copy of the DAS Contractor Prequalification Certificate and an Update (Bid) Statement shall be invalid. Prior to the commencement of any portion of the Work by a Subcontractor whose subcontract value is equal to or greater than $500,000, the Contractor shall provide to the Owner a current DAS Contractor Prequalification Certificate for such Subcontractor along with an Update (Bid) Statement. Bidders do not need to include the subcontractor certificates with their bids, but must have them at the time they commence work on the Project. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the State of Connecticut Drinking Water State Revolving Fund. Neither the State of Connecticut nor any of its Departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to the requirements contained in subsections (h), (j) and (o) of Section 22a-484-4 of the RCSA. Any contract or contracts awarded under this invitation for bids are subject to the Minority and Women’s Business Enterprise (MBE/WBE) goal conditions established in the June 19, 2019 Clean Water Fund Memorandum of three and five percent, respectively. The Subcontractor Verification Form must be completed for each MBE/WBE subcontractor to be employed in the completion of this project. Bidders should know that this project is subject to PL 113-76 the Consolidated Appropriations Act, 2014, Section 436, which requires the use of iron and steel products that are wholly manufactured in the United States for inclusion in the construction of this project. The Bidder should therefore assure that its Subcontractors, suppliers, or materialmen are aware of this requirement and are prepared to provide certifications that demonstrates compliance with this law. The Bidder shall enter into and manage a project labor agreement with the City of New London (the “PLA”). Bidders shall have experience with Project Labor Agreements in the State of Connecticut. Bidders should know that this project is subject to PL 113-76 the Consolidated Appropriations Act, 2014, Section 436, which requires the use of iron and steel products that are wholly manufactured in the United States for inclusion in the construction of this project. Bidders shall provide proof of qualifications to perform the Work as described in Article 5 of the Instructions to Bidders. Contractors bidding for this project certify that they will comply with all applicable federal acts and executive orders, including those attached to Division 00 of the Contract Documents. NONDISCRIMINATION IN EMPLOYMENT All purchases will be in compliance with Section 22a-194 to Section 22a-194g of the Connecticut General Statues related to product packaging. This contract is subject to the provisions of Executive Order Number Three of Governor Thomas J. Meskill promulgated June 16, 1971, the provisions of Executive Order Number Seventeen of Governor Thomas J. Meskill promulgated February 15, 1973, Section 16 of Public Act 910-58, nondiscrimination regarding sexual orientation and Executive Order Number Sixteen of Governor John G. Rowland promulgated August 4, 1999, regarding Violence in the Workplace Prevention Policy. The Owner reserves the right to reject any or all Bids, should the Owner deem it to be in the public interest to do so.
