(1) Vendor needs to provide municipal advisory services to the government authority located in Oakland, CA.– Provide independent advice regarding financing matters.– Provide historical data, forecasts, benchmarking analyses, and other financial information in support of budgeting, financial planning, rate–setting, and reporting activities.– Evaluate the Port’s debt capacity and affordability under various operating, capital, and economic scenarios and provide recommendations regarding future borrowing capacity.– Monitor and alert the port of legislative developments that expand or limit available debt financing options in the debt capital markets.– Provide advice and assist the Port on the renewal, replacement, restructuring, or procurement of short–term credit facilities, including commercial paper letters of credit, direct purchase agreements, and lines of credit. – Provide financial modeling, decision support, scenario analyses, and recommendations to address tactical and strategic financial issues facing the port.– Perform benchmarking studies comparing Port projects, financial metrics, debt structures, and financing practices with peer agencies and comparable issuers.– Analyze financing alternatives involving existing or new revenue pledges, lien structures, security provisions, and other credit considerations.– Advise on strategies to enhance credit quality, broaden investor demand, improve market reception, and reduce borrowing costs.– Develop and assist in presenting financing recommendations and transaction materials to the Board, prospective investors, rating agencies, and other stakeholders.– Provide post–sale analysis and advice regarding post–issuance compliance matters, including continuing disclosure obligations, debt covenant monitoring, arbitrage and rebate considerations, and debt administration practices.– Analyze financing alternatives involving existing or new revenue pledges, lien structures, security provisions, and other credit considerations.(2) All questions must be submitted no later than July 9, 2026.(3) The contract period will be for five years.
