(1) Vendor needs to provide insurance broker services to the government authority located in Oakland, CA.– Broker of Record Services• Serve as the official Broker of Record for all agency insurance programs, including butnot limited to property, liability, workers' compensation, auto, cyber liability, fiduciary,builder's risk, environmental, and specialty lines.• Manage, market, procure, and maintain agency insurance policies in compliance withall federal, state, and local requirements, including HUD regulations and public–entitybest practices.• Represent agency in all interactions with insurers, underwriters, risk pools, and otherinsurance–related entities.• Ensure agency insurance placements meet coverage adequacy, cost–effectiveness,and risk–management goals.– Marketing and Negotiation• Prepare complete and accurate underwriting submissions, including exposureschedules, property valuations, loss histories, and required documentation.• Identify appropriate insurance markets, including niche public–entity and housingauthoritycarriers.• Negotiate competitive rates, terms, conditions, deductibles, and coverageenhancements aligned with agency risk profile and budgetary constraints.• Provide renewal strategy recommendations well in advance of deadlines, includingcomparative analyses, market trend reports, and multi–year planning guidance.• Advocate on agency behalf to secure favorable coverage outcomes– Claims Advocacy• Support agency Risk Management team in the timely reporting, investigation, andmanagement of claims across all coverage lines.• Act as liaison among agency departments, insurers, adjusters, attorneys, TPAs, andother stakeholders to ensure transparent, timely, and accurate claims communication.• Analyze loss data to identify trends, root causes, and high–risk areas affectingresidents, employees, contractors, and the public.• Conduct periodic claims review meetings tailored to agency risk environment, includingproperty incidents, liability exposures, and workers' compensation activity.• Provide recommendations for loss mitigation based on claims findings(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 20, 2026
