(1) Vendor needs to provide organic waste management strategic planning services.• Design comprehensive planning frameworks that organize municipal goals across the core themes of waste reduction, education, compliance, incentives, and policy.• Utilize geographic information systems (GIS) to map regional waste producers and existing infrastructure to identify processing gaps.• Evaluate local waste stream data to establish realistic baseline targets for scaling up both residential and commercial diversion rates.• Assess the logistical feasibility of developing a decentralized network of medium–scale composting facilities to minimize transport distances and operational costs.• Provide guidance on aligning local processing operations with Ohio EPA Multi–Class Composting Facility standards, federal pathogen controls, carbon–to–nitrogen ratios, and industrial stormwater permitting requirements.• Build operational frameworks for localized anaerobic digestion programs, agricultural registries, and biochar market expansion.• Design public advertising campaigns and structured educational seminars focused on residential food waste prevention and backyard composting.(2) All question must be submitted no later than July 24, 2026.
